Probably by Junichi Nihei ニ瓶淳一 , published in Corocoro Comic March 1997 issue. In the early Pokémon days Corocoro used to promote the Pokémon Batoen (ポケモン バトエン, “Battle Pencils”) a sort of rock, paper, scissors game with Pokémon moves written on each side of a pencil. Kagemaru Himeno and the other Corocoro illustrators produced a lot of fun art illustrating those moves, including this one called たまごがかえった (Tamago ga kaetta, “Hatching eggs”) where two Nidorans are depicted while giving birth to their absolutely non-canon-extra-cute offspring of… Nidobabies! We love them.
